There is no such a thing "passing the test". Either accepted or wait list/rejected.

I think this is the base for their preference to home school wait pool kids.
I can sign waiver for MCPS transportation (so it costs the same as the home school kids), and ask to have wait pool status extend as far as home school wait pool kids.
I know it is a long shot, but my kid deserve equal learning opportunity protected by the law.

The maximum number of students in a class is 27 at our HGC the last two years at least. Maybe they increased the maximum this year.

the reason of having waitlist/wait pool because they can fill into the class limit in case some accepted decide to leave.
i would assume 28 includes those in the wait list
