Ah, I've worked in NYC, Atlanta, and done extensive work travel in Houston. Never seen anyone wearing an open backed dress in an office.

Yeah, I don't think showing that little area of back is so risque. It seems like a completely appropriate dress to me and I would definitely wear something like that.
