Yes, just like Ned is a nickname for Edward. Supposedly from "mine Ann/mine Ed" to "my Nan/my Ned".
That doesn't explain Hal as a nickname for Henry, though. Or Sally as a nickname for Sarah. Nonetheless, they are nicknames.

Hank is a nickname for Henry. Hal is for Harold.
