Were the kids sleeping?
Was this in a garage in on the street?
Not that either of these facts make a difference, but I really cannot fathom just leaving two awake children strapped into their car seats on a city street in this weather.

Wow, middle aged people with a million dollar house, who endanger their very young kids for a weekend happy hour? What horrifying, horrible people. I can't even fathom how someone could do something like that, particularly people who clearly had the means and maturity to know better.
