She isn't asking if they can sit outside of the room, perhaps because she doesn't want them to overhear the conversation. But even if they do sit outside of the room, they are still unattended in a building that isn't open yet. The parent can't watch them while they are outside of the room.
FCPS administrator here: it's fine if the children sit outside a classroom while a parent meets with a teacher before school. This happens all the time. What's not okay is the parent dropping the children off at school 30 minutes before the doors open, driving away and expecting that it is fine for them to sit in a cafeteria unsupervised. This will not happen at any FCPS elementary school.
My impression was that OP needs to be at an early meeting NOT at school and was looking to drop off the children early. As many have suggested, asking a neighbor is the way to go in this circumstance.
