The blaze is way too casual. But the top is cute and would work with black skinny pants. A cute vest would be better than a jacket I think.

Since OP knows her daughter, and we don't, I think that OP is the best qualified to judge whether a suggestion will work.

There were many women in dress pant suits or dress paints, glitzy top at my wedding. I think the OP trying to get a man's tux is a little strange unless her DD only wears boys clothes.

black pants and a dressy shirt is just fine.

When I got married, my mother in law asked if it was okay if a friend of hers wore a pants suit to the wedding. I thought it was the weirdest question -- I was like "She's a guest -- she can wear whatever she wants! If she's asking will most women wear dresses, the answer is probably yes, but that doesn't mean she has to!"

I think girls can look appropriate for a formal occasion in nice pants and a dressy blouse. Pantsuits exist, as do formal evening separates, so I think pants are an option for ladies' formal dress except if the dress code specifically states otherwise. It's not as though the OP is suggesting allowing the child to wear jeans or something.
