Thanks for this suggestion. I had never heard of New Relic before your post. I have it installed now and it is pretty cool. I don't think it will help find our problem -- most of what it is showing me I already knew. But, it is a very useful way to monitor things.

In the process of installing New Relic, I discovered that my firewall is dropping a lot of packets. That would explain the intermittent slowness. So, off to troubleshoot that now.
