I know many kids, mine included who didn't do any preschool and they flourished academically and socially in school. Just put a little more time and effort into teaching your daughter what you want her to be learning or to push her more than she is getting in her daycare. Parents are more than able to do what preschool teachers do for a 2 yr old.
I started preschool at age 4 and have 3 college degrees. Your child will be fine waiting.
I would take DH's desire to return to school seriously though. Not everyone hits college knowing exactly what they want to do (if they did I wouldn't need 3 degrees). If his quality of life will be improved by a career change and your family will ultimately benefit by it, why would you want to stand in the way?
I would attend the wedding solo, wait a year for preschool, and have a conversation with both DH and the advisor of the program he is interested in so you both know what the requirements are - financially and academically.
