My first thought was that maybe someone locally made them because they weren't all that attractive, yet only people in this very small population were wearing them. I caught the name of the shoes once and looked them up.
Having lived many places, but really only noticing them here in large amounts, and since in smaller amounts in the south. I would classify them as Southern prep -- particularly based on who is wearing them. The ladies that I know who wear them here are predominately from the south. There are a few who aren't and wear them. I feel that those ladies are trying to fit in a bit with the Southern prep crowd.
