If this doesn't work mention to his parents that you are uncomfortable (provided they seem reasonable).

Next time he just happens to "show up" when you're checking your mail, taking out the garbage, etc. act like you don't see him initially and when he says something FREAK OUT LIKE YOU JUST GOT OUT OF ST. ELIZABETH'S!! Kick him square in the nuts then run off screaming bloody murder - - - bet you his ass will be having 2nd thoughts about being enamored with you.

Does the apartment complex have a no harassment clause in their lease? I'd directly tell the guy you feel uncomfortable and ask him to stop. If that doesn't put an immediate stop to it, I'd let his parents know you've alerted the police that you're worried you're being stalked and then go to the rental office to file your complaint. It's probably a violation of something from him to follow you around everywhere when you've said no.

I would voice concerns to mot her and directly ask if he has mental health issues, call report to police. Tell friends. Carry mace, or something. Make a male friend in the bldg to escort u at night or females but basically power in numbers.

Restraining order if talking to him & his parents doesn't help & a robust security system. Guy sounds nutso.

If he is 32 and living with his mother, he is almost certainly mental in some way. Telling his mother is probably not a bad idea.
