Your criticisms can apply to both parties. He should have explained why he wanted the cable. And if his answer was insufficient to her, she should have pressed him for more details (though, does she really need an exhaustive explanation for why someone might like to have cable?) However, she took things a step further by unilaterally canceling the bill.
