Yes, and the last part is reason enough, if a neighbor is not of age to request a tax relief, and they are possibly so close to being priced out of the neighborhood (due to the new construction); they may not be stable (financially or mentally) enough to handle the situation of their inevitable need for relocation. Its not rocket science.
The fact that the neighbor was never charged, does not change the fact that that property will, in the foreseeable future and perhaps beyond, be seen as tainted property.
In fact, one such neighborhood has sought to change their neighborhood name after many incidents, only to find the name is not what matters.
