Also in DC most trash cans have printed on them that they are the property of the government.

I support others arguments that YOUR pets feces is YOUR responsibility, no matter how I feel about pets or pet owners. If there is a scrap of garbage on or near my property and someone throws it away, I might actually be thankful. But this is quite the opposite.
If you think otherwise, congratulations, you are one of the well over 50% of people in this country who make things worse for everyone else and need a donkey kick in the head. I hope you have a horrible day.
I would confront the individual and ask them what they thought they were doing. I have had this happen on trash day when the bins are on the curb. Sometimes the poop bag gets stuck to the trashcan and stinks to high heaven in summer.

There are special bins for dog poop which I'd rather were used, but I'd much rather find bags in my trash than my son finding poop in the grass where he plays.
I would put something REALLY scary on top of the trash every time so that they get the poop scared out of them. Maybe some kind of jack-in-the box clown?

I always throw it out when I get home or in a dog disposal can when there is one. No reason why I should put my dog's poop in someone else's trash can, regardless of when it's getting picked up. Even as a dog owner, I don't want people dumping their dog poop (or ANY of their trash for that matter) in my trash can.

I always pick up after my dogs and I never assume that it's o.k. to throw the poop bag in my neighbors' trash. I have had people see me carrying the poop bag and offer their trashcans - which is very much appreciated!

No, it's rude and gross. Those little bags typically won't get removed, they'll stay at the bottom.
Carry the poop home and toss it. Or toss it in a PUBLIC trashcan, like at a park.

Why does everyone argue that THAT is the alternative. It is your JOB to clean up after YOUR pet. Not my job to PAY for disposal of your dog's feces. Grow up and be responsible about it or you aren't a good pet owner, period. Leaving it on the ground is not an option at all. It is not just trash it is the MOST offensive kind of trash. You want me to poop in your garbage? How can you argue that you shouldn't have to carry it home? I don't have a dog so my trash can shouldn't smell like one. That is what give dog owners a bad rep. Lazy, inconsiderate people too good to carry poo, then don't get an animal you have to clean up after. Do you walk your cat littler or baby diapers to another person's house? No, then why would you think this is okay.
