My mom is 77 and still does pick up, but she's NOWHERE close to your MIL's condition.

+1. My husband has no idea who is on the emergency card. BTW, I have 3 kids, my oldest is 13, and I have never used the emergency contact at school, camps, daycare, etc. It really doesn't matter who is listed. If your husband calls or sends in a note, the teachers will let your MIL pick up your child. If you truly don't want her driving your child, that is a decision to make with your husband, not the the school.

No way in hell. Show your DH this thread he needs to wake up. Putting his child's life in danger so he doesn't need to be unconvinced? Selfish.
