It shouldn't be that hard to get a 2BR in Brent for that price. There are alot of smaller apartment buildings south of the Capitol that staffers live in. But I wouldn't expect them to pop up on craigslist. I think you'll have to beat the bushes and ask when their next vacancy will be. And you can certainly get a large 1BR English basement for less than 2K.

And, depending on your view of the schools, you should certainly be able to rent in Ludlow-Taylor or Tyler for that price.

In terms of what the OP is looking for in a school I would second the vote for Hearst. It is by far the most culturally diverse school in Ward 3, offers a warm welcoming community, small classes. School offers Spanish during the school day for 2-5 and Spanish and French after school and as a K or 1st grader the child would be in a brand new building (remaining facilities to be completed in stages between dec '15 and aug '16)

Try Connecticut Park Apartments in Woodley Park. Large apt and nice...not updated and lux but fantastic location.

Can you post the square footage? Most of these apartments are tiny! If that's what you feel is worth selling a house for, do make sure you get some other amenities with it.
