Were they individual neighbors, or a company they hired? A lot of companies hired to do this kind of stuff, do it overnight when there is less traffic (people, cars, other) to interrupt the removal.
This is what happened in my neighborhood last night... Our HOA contracts out to a company to shovel our sidewalks, as well as the walkways to our houses and steps. In order to get to all of the houses in my development before it was a sheet of ice today they were out there at 11 pm. It was kind of loud (which I blame on our crappy Toll Brothers insolation) but I didn't complain about it.
I can't fault them for wanting to get it done before it was frigid today. (And in my case...it was very nice getting up to walk the dog in the am and seeing my steps already salted and shoveled.)
