My neighbors cut back the ivy that was growing on my fence and over to their side. Doing so killed it on my side and I was really pissed. Instead of beautiful green ivy I instead got to look at an old, gray, ugly fence. But what could I do? It was on their side so I dealt with it.
On the other side of my property (more street facing side) I have a beautiful white wood custom built fence, and the neighbors on that side let their ivy grow on it. I pull it down but it has caused serious structural damage that i had to repair to the tune of around $1000.
I have no idea what I'm trying to say here except this is a tricky situation between neighbors.

What about this: neighbor plants fancy flowering vine on the other side of our fence, where we can't see it. The fence belongs to us -- on our side of the property line and we put it in.
DH goes out to cut an dpull ivy that's creeping in from her side to ours -- we had ivy too but ook it out and want to keep it away.
In the course of pulling the ivy and cutting it, he pulled a big hole in her flowering vine on the other side.
She's furious, called us practically screaming. We apologized profusely.
But it's our fence, and we were doing reasonable maintenance ....

If you spray you have to "post" that you sprayed in most jurisdictions. The little warning flags are usually sufficient. (Assuming you don't have a hostile neighbor that will actually steal the flags - I've seen it - talk about crazy).
And (you already know this if you have a brain)- it has to be on your OWN property. No exceptions, or you will be in deep water. (Again, I've seen it. Certifiable, indeed.)

Jesus. 99.99999% of the time no one is getting fined for spraying legal weed killer on their property.
