I believe you are mistaken. DC regularly subsidizes DC students traveling to private schools in DC. Why would students who choose to attend private schools be treated any differently? It's only an issue when there's a cross-border situation.

Yes, but this is the DC One Card Student Subsidy. It's not a MD and VA metro subsidy. I'm sure if your MD and VA students took the metro too and from school, you could have a VA One Card.
It's paid out of the DC Budget to DC resident students who travel to school using the DC metro system. It may take them DCPCS, DCPS or private school.
