Yes, it is true that immersion teachers have to be certified in elementary AND fluent in Spanish. This is a new requirement in the last couple of years. That may explain why some left (there are only about 5-6 immersion teachers at the school), but not all since I know of at least one certified immersion teacher who did leave because of the working conditions.
