OP, honestly you've got some good suggestions, but if you can't afford $1500 for an engagement ring (or god forbid can afford it but don't think it's worth it), maybe you should rethink the whole process. The wedding itself is going to cost at about $5,000 bargain basement.
I hate to bring up money when discussing a romantic life event, but really you and your future fiance should discuss finances and the future now ... not put it off til later.

Hi, I'm the OP, and I'm actually the "she".
We are actually planning on spending about $5,000 on the wedding. We will be getting married in Congressional Cemetary in a small ceremony, with a family friend officiating, then we will be having a catered BBQ reception afterward at our house (we've been together for a very long time, and already own a home together).
Thanks so everyone for their suggestions!
My current top contenders are a herkimer diamond quartz, or a black diamond.

We are definitely not jewelry people, but i got married later in life and really wanted a ring. DH proposed in a place verrry special to me - and after he proposed i went to a shop that sold jewelry that reflected the style of the area. I took a long time and selected a very nice ring - it fit well, and it has both silver and gold so it's a nice match with the wedding band. It has no stone so i never worry about it for any reason. It has a fertility symbol on it as part of the design, which is fun and significant for marriage. It's a little chunky so i do remove it occasionally - like when it's really hot out. Every time i look at it i remember our lives in that place, long before DCs. It is definitely NOT a traditional engagement ring, but it's sooo special to me. I love my emerald-cut sapphire engagement ring. Got it custom-made from Bario Neal in Philly--they do gorgeous work, and will work with you to find the design you want! I think it was right around $1K total.

waitwaitwait - why do you think someone who's decided to spend $1k on an engagement ring hasn't discussed finances with her life mate? if we're going to make assumptions here, i'd make the assumption that this is someone with a solid head on her shoulders vis-a-vis money rather than the alternative.
