Some companies give paid parental leave--huge incentive. I'd speculate that outside of law firms, these also have relatively family-friendly cultures. Feds do have the option of saving up annual and sick leave but it takes years to accumulate.

It is not generally true that fed jobs have better benefits than the private sector. Large companies often have better benefits. For that matter, I worked at a trade association which was probably less than 40 people and there were better benefits. Obviously many companies do not have better benefits but it varies a lot (it also varied according to what you think is a good benefit-- if you get 4 weeks of PTO is that better or worse than 2 weeks vacation plus 3 weeks sick leave?)
