OP - sounds like you need a new line of work. You can't make sweeping generalizations about the federal government like that.

I am a clinical researcher at the NIH and LOVE my job. So does everyone around me. It's exciting, cutting edge work and everyone is passionate about what they're doing.

Yes, I am somehat bored. But I don't really mind. My coworkers are nice. The hours are relatively reasonable, but I have enough to do during my hours here.

Federal attorney--not boring. I know many government attorneys who like their jobs, and in general, I find that government lawyers like being lawyers more than the average. But I'm sure it depends on the agency and the section you work for.

I spent 26 yrs. in federal service (legal) and the work was more often not boring than it was. Like everything, some of it is what you make of/with it. My Agency & office was fairly intense and operated at a crazy pace of constant near overload and prioritizing.
