Not the PP, but I think they mean "Are there any schools where a child does not need to be 5 by September 1 in order to begin kindergarten?"

Prayer in the classroom, religion class, going to Mass - yes, everyone has to participate. But no, a Protestant kid can't go to confession or receive communion.
