OP here with an update -- the Athleta suit fits!!!! 
She is thrilled with the suit but we are still going with a back-up plan, so today I ordered a Speedo tankini suit from Amazon (should be here on Tuesday with Prime).
Thanks to 11:39 as I did not know about the store in Arlington, so we plan to stop by there as well. We'll also stop by the Athleta store this weekend to see how the bikini top fits (if they even have a XXS size in the store).

Some of the better brands you can find on sale are Tyr, Speedo, etc. Don't get the ones that come in "normal" kids sizes. They do not hold up worth a darn and gap and bulge. The race suits have far more lycra or whatever in them. Race suits tend to be wickedly expensive but if you check on Amazon some of the less popular colors can be available at a steep discount if the seller is trying to clear them out. Less popular = / =ugly; I've gotten some great ones.

I wore a 28-30 to practice (not race, which runs two sizes smaller), and I was 5'11"/155 lbs. Sizing aside, Sports Fair in NOVA has one piece and work-out bikinis with Junior cuts and prints.
