This. I wonder if he is trying to have a sense of control and protection? It's better to prep by growing food or making things yourself, or collecting water in rain barrels to garden with. Or take up a hobby like canning, or fementing or beer making. It really sounds like he needs a hobby related to prepping, but that us useful right now and would provide some sort of interest or community. Lots of cool solar gadgets now.
That way he could "prep" and learn skills to survive, not just be paranoid with supplies. And, have a hobby.
For example: A prepper was losing his house to foreclosre so decided to donate all his hoarded prep to Puerto Rico. Saw him on the news and felt sorry for him, it was medical bills that ultimately did him in, not some sort of doomsday.
