My 2yo son is on his second season with his "baby" Uggs, which are only $50, and he just got a new pair that look like the adult Uggs. I think they are adorable and don't care what anyone else thinks!
BTW, you can buy new shearling footbeds for $10 a piece on the Ugg website.
I can't imagine anyone would have a one-year-old walking around in ill-fitting shoes so I guess what you're saying is your two-year-old's feet haven't grown in a full year. Have you discussed this with the pediatrician? It sounds highly unusual to me.

1. Because I can.
2. Because she really has a thing for boots. My older daughter couldn't care less about boots in general, and she hates Uggs in particular.
I don't care what people think about this. I don't buy her expensive brands in things she doesn't care about, but I don't blink an eye at nice boots. She actually has three pairs (the other 2 are not Uggs) right now.
If you think your daughter would appreciate them and it isn't just a brand thing, then why not? Sounds like you can afford them from your OP.
