The USPS has not received any federal funds since 1983.

Yeah - now that I've been hearing more details, I'm more convinced than ever that it's not the drugging that bothers me as much as what an asshole he was to other people all the time he was playing the great humanitarian. He tried to ruin people's lives. He is really more like Tony Soprano than anything else.
