3% of the MCPS budget comes from federal funds and education programs. The majority is funded by the County and some by the state of MD.

Funded by taxpayers. Used by everyone whether they are taxpayers or not.
Public schools are funded by the public for use by the public. Those who do not pay in, are allowed to use the schools for the common good.
Private schools are funded privately and can therefore pick and choose their students. They are not free to the public and open to all.

Yes, we the taxpayers.
But there is no charge to those who do not pay taxes.
Public school is a guarantee whether you pay into it or not and there is no rebate or offset for those who pay in, but choose not to partake.
Quite a bit different from paying into the 'system' and then writing another check.
If you want smaller classes I guess the options are either move to a crappy neighborhood or write a check.
