Someone did this while our bin was out after collecting in NWDC. We didn't see it and the racoons got into it and it was all over. Smelled disgusting and we had to clean it out.

If you really had ever spent any time whatsoever in the residential parts of AU Park, Chevy Chase, Spring Valley, Cleveland Park, etc etc etc etc, you would know there are almost NO trash cans on residential streets.
