My friend moved from the county mid-year and used an alternate address for their residency. The school found close to the end of the year and they prorated tuition for the time they were not residents of the county. Ignorance really pissed me off.

Did you not read the post. The individual referenced was no longer in jurisdiction. There was no issue when the family lived in the county. The problem happened when they moved to a neighboring county and continued to send their children to Fairfax County schools which they were no longer supporting with their tax dollars.
DCUM's and their idiotic "provide "proof" comments. Do a little research. There is a difference between what happens when people try to scam the system within jurisdictions and when they try to scam the system between jurisdictions.

My friend did this for her daughter who was being stalked by a boy. The school was on her way to work and not at capasity. Though she risks losing the spot each year.
How can I easily determine if school is at capacity or not?

Absolutely untrue in Fairfax County. My friend (my best friend so I know what I am talking about) was hit it thousands of dollars of fines/tuition--whatever you want to call it. She no longer lived in the jurisdiction and was required to pay for the time after she left. The told her if she wanted to continue and finish out the school year she would would be required to pay for the remainder of the year also.
