Update for the OP - I'm happy to report that we haven't had any accidents in almost 2 weeks (12 days). Out of nowhere, DD now tells us when she has to go. She keeps saying she wants to ride the school bus...maybe that was incentive enough! How's it going for you?

This is correct. Charter schools are not held to the same standards as DCPS ECE classrooms which are all held to Head Start regulations.

No, charter schools do not get to sort their students by "potty-training" ability any more than other public schools can.
