I bought a place in in Hill East near the Stadium Armory metro recently. I can't recommend this area enough. It's walkable, quiet (but very close to nightlife when you want that) and you can get more house for your money than right next to Eastern Market. As far as crime, citing to a 1984 article is a joke. This neighborhood had a crime problem in the 80's and 90's, but it's not remotely like that now. In my own experience, the only time I'm careful about not walking around by myself is in the late late night, but that's just being cautious.

Hill East is more runable than walkable, especially at night and near the end of the month.

Uh I know a lot of rich kids who smoke weed constantly and even a few who did heroin. If you're worried about your kids doing drugs you should worry about their rich private school friends. Not feeling safe when home alone with a child is pretty serious. Consider Eastport or Annapolis and your children will learn how to sail instead of how to smoke a blunt.
Most folks in Annapolis want more than just a 40 and a blunt.
