She's trying to be responsible. Just because she's considering options that don't you don't approve of, does not make her irresponsible. Give her a break and try having a little perspective. If you want to help, consider adopting her two dogs.
She's trying to be the opposite of responsible. She never said her dogs are dangerous or in pain. She just finds them inconvenient and expensive, so she wants to "transition past" them. What a horrible thing to say.
OP you should call your vet and/or other local vet clinics and tell them your situation. If you truly can't afford veterinary care (and you're not just prioritizing it below other unnecessary things) I bet they will come up with a way for you on a sliding scale or payment plan. To just ignore it is shameful. That's really the only word for it.
