Considering how long they've been apart, I don't feel it's inappropriate. I can't imagine not seeing my partner for that long and not hugging/kissing him once he's back. I don't think anyone can expect that some a couple, uniform or not.
I don't think it should make a difference between a straight or gay couple, though I understand that some people are uncomfortable with PDA.

I understand what the military wife is saying but I think it's sad that she won't kiss/hug your husband the second he's back from deployment. I couldn't wait until I get home or to the car.
