Because, despite all Republican efforts to suggest otherwise, people are not disposable items that you throw away every couple of years.
What I'd like to know is why people like you latch on to an unrepresentative case and try to use it to prove a point. Just how many custodians do you think have lasted this many years on the job? Just how many have lasted that long in any position for that matter? This custodian is an outlier. As an example of the DC government's pay scale, he has almost no relevance. On the other hand, take a look at the salaries of the people hired by Michelle Rhee to run DCPS. There you would find outrageous salaries to be the norm rather than the exception.
