Because jurisdictions won't be bothered to do anything until something tragic happens. It happens with dangerous intersections (stop lights or other measures aren't taken until someone dies) and other issues.
Constituents can complain but they'll be a vocal minority until something happens to spark outrage. Right now, the e-bikes are a foolish nuisance which isn't enough to get the government to act.
