There are substitutes that people can switch to, including private parking. Of course it's not a perfect market, but it's not a complete monopoly either. There is an upper limit at which point no one would pay the proposed price - only question is how much.

Metro is a few bucks and most times faster than driving not only because of the traffic but also because it takes you right to terminal. No need to park car, hop on shuttle to terminal which is another 15-20 minutes on top of your trip.
