Depending on where you are in Bethesda, you won't be on the beltway long, and the toll road probably won't have traffic, but I wouldn't risk there being an accident on the bridge

Is there anywhere nearby where I could spend a few hours on Friday afternoon? Perhaps a little town centre with a nice coffee shop or two? I would still have to make the final hop over to IAD but at least I would remove some of the uncertainty of the traffic.
Route 28 has strip malls including a book shop (used).

You're telling OP to drive to Manassas to wait for her child? Do you know anything about this area at all? That's nowhere near the airport and in the opposite direction. OP could wait in Reston Town Center or Dulles Town Center if she wants but not Manassas for goodness sake!

Ooh! I didn’t realise hanging out at the Barnes & Noble in Tysons might be an option. So traffic unlikely to be bad between there and IAD?
Traffic is very unlikely to be bad on the free airport road. The separate toll road likely has lots of traffic.
Be sure to take the airport road.
