The program stated with the current 15U team. So, the 16u and 17u kids already were on teams when it was formed and therefore aren't as strong. Yes, kids who were cut from HS teams, but it can be very tough to make O'Connell or Yorktown. Not as had to make W&L and easy to make Wakefield.

The rising 15U kids are a huge lot of sporty boys. I think there were 30+ 8th graders who tried out for Yorktown this year.

And very few made it.

That's the birth year that had 3 storm teams when typically there are 2.

Yes, but some of those kids are freshman now and made the team as they had to skip from 13u to 15u when they went to high school. It’s mostly 2030 kids though. More 8th graders made it this year than normally do. Much easier to make it at w&L or Wakefield. More kids are going to private than in the past too.
