Then they really need to crack down on the RAs. Totally out of control right now. My agency is technically back 5 days/week, but you'd never know it by walking the halls on any given day.

In a lot of agencies they are just straight up not even looking at the RAs. In some cases the RA staff has been RIF'd and in other they just let them sit in the queue. There are even press reports about this, maybe your agency is an exception.

+1, 5 days a week is awful and has made the traffic a nightmare compared to what it was before.

It's not a KSA, they are optional. I did not answer them and was still offered a Federal job, which I ultimately wound up declining for personal reasons (my son had unexpected medical issues and I wanted to keep the flexibility of where I currently am in light of them).
