If a public servant is on official travel, funded by the U.S. taxpayer, there are in fact regs governing behavior, activities and gifts the public servant may receive.

Rules/policies governing conflicts of interest and behavior govern government employees generally, regardless of travel.

1. He is required to travel on the FBI plane any time he travels--personal or public.
