My kid was invited to apply. We are guessing that for most students it's because of a single sitting very high SAT score and/or a very high ACT score. Students from our area who have won the award have had outstanding extracurriculars at a truly extraordinary level in addition to high academic rigor and excellent test scores.
Yes, most invitations are based on very high single-sitting test scores. There are two awardees from each state, regardless of state population, so if you come from a state where few people care about this award, and especially if it’s a small state like DC (which is a “state” for these purposes), you don’t need to be as impressive to win it.
