She was although she explained it was a nipple shield to avoid it even showing through the red lace bra. The NFL watches the performers show ahead of time and makes suggestions and people confirmed they saw the stunt ahead of time but it was just Justin exposing the bra not the breast.
It was a real wardrobe malfunction. You can tell by surprised Janet and Justin looked that they didn’t rehearse that exposure
