Sounds like an early developer, he is probably about done, especially considering parent heights. I have noticed a lot of boys going through puberty much earlier than what used to be the norm. My son was a later developer, but many of his friends grew earlier and were done by 14ish, at least in height.
If he has no facial hair there's no way he's about done with puberty or his growth spurt. A quick google search most boys stop growing between the ages of 16 and 18. I think it's likely he grows at least a few more inches.
Not really. Some guys don’t get much facial hair until their 20s (or ever) - they are long done with puberty. Hair growth is a very separate thing from bone growth. And yes, most boys stop growing around 16-18 so that is the average, meaning some will stop earlier and some will stop later. Many earlier developers are done around 14.

My Dad, brother, nephews (all over 6 feet) continued to grow until age 21 - 22.
My DSs (6’3” and 6’5”) reached full height by age 14. Their Dad (5’8”) was the same.
