The Montgomery County Department of Transportation's Highway Services Division is responsible for maintaining more than 5,000 lane miles in Montgomery County. However, other County departments, outside agencies, and governmental jurisdictions or municipalities also have responsibility for treating and plowing roads, driveways, parking lots, sidewalks, etc.... They include the following:
Maryland State Highway Administration - Clears Interstate and State-maintained roads (all numbered roads) in the County
Montgomery County Transit Services Division - Clears the busiest Ride On bus shelters and bus stops
Montgomery County Public Schools - Treats and plows school driveways, parking lots, sidewalks, etc...
Maryland-National Capital Park & Planning Commission - Clears roads, driveways, parking lots, sidewalks, etc... on County Park and Planning land
Washington Metropolitan Area Transit Authority (Metro) - Clears Metro roads, driveways, parking lots/garages, stations, rail yards, bus facilities, etc...
Federal Government Agencies within the County such as the National Institute of Standards and Technology (NIST) or the National Institue of Health (NIH) - Clear driveways, parking lots, sidewalks, etc.
Commercial parking lot owners plow their own properties and are prohibited from moving snow into the street
Homeowners Associations
They also have a list of the different municipalities and cities in the county that plow snow.
And this list doesn't answer who clears the neighborhood sidewalks that are county property

So with this plus what MCPS said in their email a couple days ago, I gather than the answer is that contractors plow the lots but MCPS is the one responsible for hiring/paying them to do so?
"As of today, MCPS operations reports only 30% of school parking lots and bus loops have been fully cleared; 70% are in progress. This work is done by contractors who also support clearing of county, state and private roads. Our team will be working through the weekend with the goal of opening school on Monday, February 2.".

Wow? Which school is this? The “let’s roll up our sleeves and get it done” approach sounds good but I can’t believe MCPS would take on the liability risk.
