They didn't. China recently began implementing laws that allow for more rural representation in universities and support before the Gaokao. They also heavily exaggerate the "large preferences" given to public school kids in the UK. Elite UK unis read applications contextually to understand any fundamental barriers in academics and opportunities. It's not a "large" preference, just trying to give them a more equal opportunity.

You need to clarify this. In England a public school is what we in the US call a private school.
