I understand why, but it's unfortunate that the table has rows with such different populations. Result is it masks the impacts at the larger sub-agencies.

Also, depending on the agency, more or less work of variable complexity is done through grants or contractors. There's correlation between Federal and grantee/contractor impacts but the overall impact to the public may vary quite a bit from what the table implies.

A lot of those were early retirements, buyouts and resignations.

That can lead to losing the best and most experienced people, leaving the ones without experience or other options.

+1. I am currently detailed to my former agency and it is a shell of its former self. Not because of the lower headcount, but because the best people are mostly gone.
