Vitamin C is a skincare essential. Any med student on their dermatology rotation will tell you as much. The trick is to finding a Vitamin C that works for sensitive skin, of which there are many.
Toner is not essential.

As said above if you heal your skin, you can use vitamin vitamin C with no issue. Reactive skin is due to harsh products being used on it over time.
I have I would say somewhat sensitive skin. Something too harsh can make me flake and peel but generally I will adjust to it.
I was trying to use CE Ferulic for a year (way longer than I should have). People kept saying it was the golden standard and so I was really trying to get myself to adjust but just every time I would restart it would be a flakey mess.
I now use Skinbetter Alto Defense+ with no issues. Much better for sensitive skin. I have used Dr. Rogers Day Treatment which did not have any issues for my skin but I didn't like the texture as much.
CE Ferulic and Timeless, its Target dupe, are great...for women with thicker, oilier skin than me.
That being said I can use rx strength tret with no issues. Go figure.
