They're good when you just need a very light extra layer. I wear them under jeans or slacks when it's going to be cold in my office, for example, or under hiking pants when I'm going to be outside in the cold but really active. They're not enough insulation for skiing or cold-weather camping, or even casual walks / hanging out at the playground / etc in near-freezing weather.

I’ve got lots for skiing. Sweaty Betty, Woolx and Kari Traa are the main ones. I just got some Uniqlo heat tech thin ones for an extra layer. I wore the heat tech one as a 3rd layer in Vermont last week (it was single digits and windy). They would work well as an extra layer under regular clothes too.

I have some great silk blend long johns for under pants. Then slightly thicker ll bean sets for skiing. Very warm!

I wear super thin uniqlo heat tech leggings under my jeans as soon as it's sub 50 degrees! I love them!

I think of those waffle knit long underwear too as long johns but I think it means any long underwear, or baselayer.
Most people who do winter sports have synthetic or merino wool baselayers.
