Wrong. Flag day was declared a national holiday in 1949. It is not a federal holiday. (National holidays are "days of cultural significance, not legally mandated days off for everyone." Federal holidays legally require federal offices, post offices, and banks to close.)

What's your point? A national holiday is still a pretty important day to the country. The President has the authority to declare any day desired to be free admission. Perhaps he wanted to send a more patriotic message? There are numerous celebrations of Flag day. There's even a huge Marine Corps Memorial showing the raising of the flag over Iwo Jima.
